Roles
Decide who can administer Proliferate, manage members, and change org-wide settings.
Every member of an organization has one of three roles: owner, admin, or member. Roles are set when someone is invited and can be changed later from the Members list.
Role model

| Owner | Everything an admin can do, plus promote or demote other owners. |
| Admin | Manage org settings, invite and remove members, change member roles (except owners), install the GitHub App, configure SSO, and edit the agent policy. |
| Member | Use workspaces, repositories, and agents inside the organization. Cannot change org settings, members, or policy. |
Only owners can promote another member to owner or demote an existing owner. Admins can promote and demote between admin and member freely.

Editing the org's agent policy (which coding agents and auth routes members can use) requires the organization to be on a paid plan. Viewing the policy does not.
Use the narrowest role that gives a person the access they need. Keep identity, billing, and policy changes limited to admins and owners.
